The target stage follows from your industry, your regulation and your risk appetite. For an organisation of 200 people, stage 3 can be the right end state. Stage 5 is an option, not an obligation.

The check shows your view of your AI. In the assessment several roles answer the same 16 questions, and then IT says "gateway" while the business team says "chat in the browser". Both are right, because each describes their own corner of the house. That difference is the finding. The target stage per dimension comes out of the assessment.
